I cap my Rookie leagues at 35 players, the rest are 25 players. I do a combination of service time and age limits for the different levels. Be rational about it. Rookie is for kids so the age limit for me is 21 and two years or less experience. SSA is 23 years old, three years service. Low A and High A is 24 with 4 years, AA is 25 and 5 years. AAA has no limits.
