This situation is largly the result of the number of games in a minor league season in the 1800's (which has been scheduled for probable adjustment in the next patch) and the strategic modifiers in the game setup screen (the 20 or so on the bottom part of the screen). You need to pay careful attention to those. It also helps an incredible lot if you start your league using other modifiers than the default 1.0000.
