Fog of War and Salary Caps

I'm looking at starting a historical league around 1976. I'd like to have the teams remain fairly consistent with real life but also have a different element than real life. I thought about not allowing free agency and possibly instituting a salary cap. I'm torn on importing players to their original teams or having a draft. Obviously the latter would take me far from original teams but would be interesting without free agency and a cap.

My question would be how to add a fog of war element to the draft. As it is now the real life stars are known and drafted accordingly. Is there anyway to dumb down the scouting so that there is more chance of busts being drafted early or a good player lasting later in the draft?
