It sounds like you skipped over a message and it's trying to get you to interact with it. Deleting all your messages should fix that.

Expansion can only be done July 1st and in Commissioner Mode. The NHL draft is done around June 23rd and you just have to start it. There's an option in the bottom right to start the draft.
