I'm using TextEdit on a Mac. When I was re-numbering the cities for the territories that I added, I would just type the number, go down a line, delete that number, and repeat. What do you mean by "collapsing" the tags?
EDIT: After doing a little bit of research, the Canadian equivalents of counties are kind off iffy, so I won't be adding the counties for them. This will only be for the 50 U.S. states.
