What I recall from old times even if the 40-man roster wasn't set by you guys at the start of the game it soon enough filled up.
This looks too strange.
So what have I forgotten. I did no changes just fired it up and ran it.
I got transactions between teams and demoted and promoted players, so full action inside every team.

It's just how the game does it. It manages things best without a full 40 man, which can cause some weirdness.
