I haven't turned scouting off in years (I always use 100% accurate if I need to), but it's possible that with scouting off, you won't have any scouting 'discoveries' (your scout won't find any 16 year old prospects in the Dominican Republic and Venezuela). At least, that was the reason for introducing the 100% accurate setting - so you could see the true ratings, but also do international scouting.
