I'm still trying to figure this out and I'm not sure how the aging number changes things. I set aging to 0.5 for hitters and ran a test which did create a few 3,000 hit players that I hadn't seen before. However, I can't tell a difference on the overall change around the league.
Here's a chart of the number of players at each age in my current league, in the test league, and in the MLB in 1925. I slightly increased development rate and that looks to have done something, but the aging looks the same or worse.
