You go to the "explore world" on the manager tab, then click on whatever country you want to scout and at the bottom it will say "Scout Nation". (You have to have "Create and maintain hidden players" checked in your game set-up from the start).
It usually takes a while for a scout to find a player. Generally I give them 2-3 months and if they haven't found anything, I'll move them to another country.
