If you're talking about bringing him into MLB in OOTP, your options are
1) Wait until the AI running the Nippon Ham Fighters posts him, likely not until 2021 or so
2) Go into Commissioner mode and make the AI post him after the 2017 season
3) Hell, go into Commissioner mode and do whatever you want. It's a free country.
