Since they are randomly generated, some teams are bad lucked, and therefore will be trigger happy for upgrading their team's staff.


If you edit staff for having more consistent attributes distribution tou will see a lot less staff movements.


P.S. For editing staff it's the same procedure than for players. Go to your coach/GM options and unable Commissionaire mode. Now you can edit what you want and after even disable commissionaire mode for normal play.
