"Force all teams to be represented at the All-Star Game" fails with large league

I have a league with 60 teams in total, 30 in each league. Just played through the ASG and determined that only 51 of the 60 teams had a player named to the All-Star team. There were enough places - I thought 40 players per league was a good balance between letting the good players play and making sure every team got in, but a number of teams were left out, even when accounting for injury replacements.

This isn't gamebreaking for sure, and it might be more realistic that not all 60 teams would get to have an All-Star, but I don't think it's behaving as intended. I imagine it's probably down to the league being so big, but I guess it could be something else.

Is there some optimal size for the All-Star rosters where this won't happen? I didn't want it to balloon up to, like, 50 players per league, but I guess I could do that if it would work better.
