I forgot to mention that ties for a draft pick position among teams in the same league will be resolved by head-to-head record first (team that had the lower winning percentage picking first), then division record if the two teams are in the same division and then record versus the League Champion and then record versus the next best team in the league that is not one of the teams in the tie, etc. If the records are identical against all common opponents, then a coin flip will determine the order.
For two teams in different leagues tying for a pick, whichever league had the previous first pick of a pair of picks, will pick after the other league. For the first pick in the draft, if two teams tie from each league for the worst overall record, then whichever league had the first pick in the previous season will have the second pick. This will not affect this year's draft as Baltimore had the worst overall record alone.
