I am not sure if it will work, but give this a try :

Once downloaded, extract the "South Georgia Island" folder in your "My Documents/SimCity 4/Regions" folder (alongside the other regions).
Then, inside the game, you should be able to load the region file, and it should have all the cities.
Note : the map colors might look strange until you actually open each city file.
