I doubt that most OOTP users would agree with any characterization of the game as having a myriad of bugs or even of having AI issues. Are there areas where the AI could still improve? Absolutely. Have there been great improvements to the AI in the past few years? Also absolutely.
It is a pretty universal truth that people are more likely to be vocal about complaints than things that are working as expected. Great customer service sometimes gets feedback (and I'm not referring to OOTP here, just in general) but any perceived flaws in service, however insignificant or individualized, are bound to reap negative responses.
Hey, its your money. Do with it what you want. But I would caution you against denying yourself enjoyment just because there are people who have experienced technical glitches (usually very isolated and more about their system or user error) or because there are those who are very vocal about improvements that could be made (and, let's face it, improvements can ALWAYS be made- to EVERYTHING) to the AI, etc.
