The base is in fair territory. He has to be in fair territory at some point
Anyway. Yes, he probably should have been called out. He likely wouldn't have been called out if he'd ran in the running lane. Having right handed batters start in fair ground, run in foul ground and step on the base in fair ground is dumb and the base should extend into foul ground.
