I think the referred to as a bug, is the feature that makes Evolution ON as default. which I kind of feel is a bit nasty. when I was starting to figure the game, and suddenly one year in my arbitration eligibility was changed to 2 years, and I had my whole finance messed up, it almost had me give up on game, because I totally had to dismantle my rebuilding plan...
so not remove it, but make it an Option you add voluntarily...
edit: DW faster than me, but i'll leave mine for my experience with it....
