When editing regions I found that making a separate file (openoffice calc file attached) of nations and states with their accompanying IDs helped. Otherwise you're left to searching the xml file to find out what nation or state each ID corresponds to. For my purposes I wanted them sorted alphabetically, but you can easily sort them numerically if you prefer.
