Minor League Contract, Not enough Money?!

I'm in offseason FA right now, and last week, I submitted an offer of a minor league contract to an FA. Incidentally, a minor league contract is just exactly what he demands for. But now, I've received an update telling me that I need to increase the amount of money before he will sign.

So what's the deal here? On the updated negotation screen, he again demands for only a minor league contract. So short of outright giving him a major league contract (which defeats the purpose), what do I need to do to sign this guy? Minor league contracts are default $500K or however much it is, so how do I even "increase" the amount of money for this minor league deal?
