actually the ai does not draft in a strict order, it can choose any of the top seven, as I seem to recall, available players depending on what it wishes to do and so any player can drop in the draft depending on organizational needs as the ai sees them.
unhappinesses with the AI should be posted one level up in the general bug reports forum. I do not know if they will be noted here.
