No luck getting it to replicate for me, my permanent scouts are still sending back reports in my second season. It might be that your scouts are out-of-sync with each other - the new hire is on his own 8-week (or shorter) timeline for reporting back to you, while the other guys are on a different one. So you'll get one report from him, and another for the rest (or possibly more, if they were assigned at different times.)
