Someone may have to correct this, but I'll try. I think you have to do this in the off-season AND make sure automatic expansion is un-checked. You'll have to tell the AI yourself when you want expansion to occur in the appropriate years. And, don't change any ID numbers of the teams - name and abbreviations are ok to change.
