you can turn off arbitration, but i think that involves also turning off free agency? => reserve clause rules/era [sic] setting

otherwise, you can only affect arbitration by the 1 check box and # of years before FA. the checkbox affects rules before and after 2012 on arbitration and isn't too relevant to what you mentioned above. Maybe setting # of years before FA to 0 or 1 will do what you want?

tbh, not sure if a hybrid exists, but simply go to league settings -> Finance tab. 95% sure one preference precludes the other, though. but, whatever compromise is best for you will be apparent on this settings page.

check manual for anything that isn't clear from the GUI.

side notes:

arbitration actually reduces the player's career earning power, and ismostly a benefit to the owners, not the players..

it's also a mechanism to ensure a greater portion of player salaries go to players that have been in the league longer. even so, it reduces career earning and is a benefit to the owners, not the players (or "labor" like yourself, me and most others not born with a trust-fund).

but, reasoning doesn't matter. it's just a video game.
