After you've done the above when you load your saved game you have to go to settings within that specific save... in the bottom right hand corner of the settings page in your saved game there is another "enable facegen" check that off and you should be good to go. I was having this issue too. For some odd reason the master facegen setting on the home screen didn't update my saved games.
