Expansion at this time will be limited to the NHL.
I spoke with Jeff and he mentioned expansion requires a lot of coding to make sure the league and those with relationships with it still function correctly.
The NHL is easier in this respect as it isn't subordinate to any other leagues, doesn't have a promotion/relegation system and has a contract/rights system that is expansion friendly.
There are no definite plans to add expansion to other leagues, but it is a possibility for the future.
