I may have to check this out. I ran into a similar problem when I added an independent league (designed to be a lower caliber) to my existing major leagues. The problem (one that you ran into) is that the independent league could not draft from existing free agents but instead got generated players, often ones who were way better than a low level league should be able to get. I will mess around with your system and see if I can work it out.
