Because they are not transferring to the correct folder or pulling from the person pictures folder mentioned below...
Most likely what your seeing is that they show correctly for all things except the player profile pics.
I reported it, but till it gets fixed, here's a work around:
Go to your saved game\news\html\Images folder & you'll see 2 folders named person pictures and profile pictures.
Open the profile pictures and delete all but the default_profile_picture.png.
Open the person pictures folder and copy all but the default_player_photo.png to the profile pictures folder.
Restart ootp.
Now they should all show everywhere they're needed.
Hope this helps.
Note: profile pictures can be no larger than 90x135. In the past we could use higher res. photos 170x255, but not now.
170x255 will work for the player cards and baseball cards, etc., but not for the pic (Profile Pictures) that shows on the player's profile page.
