Just a bit of advice..
If you plan on being the Commissioner, you're going to have to have your hands on the website quite a bit. Coordinating with another person on updates is feasible but I'd recommend you learn a bit about how to make a simple website...at least.
I would think that a commissioner of an OOTP league would want to upload league reports, zipped files and immediately update the website to reflect these changes. What if your assistant Commish skips town mid-season and he takes all the website files with him? And who's gonna pay for the webspace? It's not easy to find good servers for free.
Where to start?
1. Get Microsoft Publisher from a friend and use some of the quick templates it has for websites.
2. Pay for and get webspace that supports FTP( all this means is that images and files will all appear and function on your server just as they do on your computer after uploading. Free sites don't allow FTP, usually, so you have to manually manipulate HTML code ..very tedious work!!)
3. Make a dummy league and practice! Don't forget to have a pen and pad handy as things undoubtebly arise that you'll want to fix.
4. Upload, make zipped league files and upload them and practice, practice, practice.
5. Having problems? Hit the boards and ask questions.(I'll be happy to help!)
6. Got all the kinks out? Hit the boards and advertise. You should be able to get some GM's to join a league with a decent website and a good theme.
Really, a website isn't hard to make. If you're going to be using FTP for uploading league reports anyway, you might as well go the extra 20 yards and make your own website!
