Naah, you're just looking where it ought to be listed, instead of where it is.

Each player gets three years of arbitration (at least), so after '31 and '32, 1933 is your third and final year of arbitration (assuming you stay in the bigs all year). Arbitration awards are listed in the League News Log and each team's Team News.
