I've brought up similar ideas before. Also, different GMs would be better at different things and have different philosophies. One might be a "win it all right now" type, while another likes to let prospects develop and promote from within. One might believe in basing a team around a great starting rotation. Another might go for homeruns or defense.

This would help teams to build individual characteristics over time. Of course, the GM's strengths and tendencies would ideally play off an owner's tendencies. A GM who wants to win it all now is going to have his efforts frustrated by an owner who likes to horde cash rather than spend for wins.
