If the game doesn't find a dedicated smaller logo, then it uses the larger logo and shrinks it to fit.
Either that, or OOTP7 uses a consistent 150x150 size to display team logos throughout the game screens.

I really like that first red secondary logo than the last one, seems to click more with the scheme. And I agree with your suggestion of for OOTP7 as well, OOTP5 & 6 seem to rarely use the logo at its full size. I can't recall the game using the logo at its full size other than in free agency and the draft. However I also understand that the most important goal is to have the most amount of stats on a screen at one time with minimum amount of scrolling. But I am sure as the game improves, the OOTP team will try their best to balance both the functional and visual aspects of the game.
