I'm wavering on that one. I'd really like to give each team the same # of guys to start out with if I could. But I also don't like shutting guys out of teams either (especially Twins/Senators fans who gave me 60+ choices).
I may need to reconsider this point. But putting anything beyond 40 into the free agent pool was a consideration also so they would still be in the league (in case people wanted to release everyone and do a draft)
