Revenue sharing is a good idea.
A salary floor is a bad idea. It encourages teams to pay for mediocre "proven veterans" who are not better than minimum salary rookies.
Best system would be a soccer-style promotion-relegation system. A team like the Yankees would have their revenue stream reduced by more teams in the New York area. Without a monopoly, teams can no longer blackmail cities to build them stadiums.
