rather than simply being added to free agent pool...any international pre-developed rookies (possibly stars in their native countries) could, instead, approach someone from the franchise of a certain big market team and try to work out a deal with just that team...then, possibly moving on to second choice of team, etc.
others could simply go free agency, but, it seems that in non-real-computer baseball, that players are coming to North America already signed by a particular team.
Also, it would be nice to have the option [yeah, yet another option...and, another toggle situation at that] to not have international or 'fully-developed' rookies entering the league during an offseason as a natural course of game mechanics if such a game element were ever developed.
