The best I've seen was a superb all-tool guy. Don't have the exact numbers but his ratings were very close to this: contact 88, power 95, eye 100+, range 75 to 100 in all 3 OF positions, OF arm 90, and 80 to 95 in all running ratings. And he reached those ability ratings by age 22 or 23. Scary.
I actually got him as a 19-year-old in a trade. Silly AI coughed him up for a fading 32-yo star or two. Problem came around when I had to sign an extension. He was balking at offers all the way up to $21 million so I imagine he ended up getting the $27 million or so mentioned above.
