Leagues fill more slowly now than they used to, from my experience. Having the same team open for a week (or two teams, or three, or whatever) isn't very uncommon.
The more "famous" leagues probably have an easier time finding owners. A lot of people stay away from ones they don't know much about, since leagues open and close so quickly if you're not careful.
I'm confused on the "..fictional leagues... actually have to scout.." part of your post. Sure, the first year or two you can go by name value in MLB based leagues, but after that.. just because someone is named Chipper Jones doesn't mean he's gonna be good. Personally.. I evaluate players the same whether they're Albert Pujols or Mr. Fictional Joe Rezendis.
The "is it that ootp players simply arent sure of themselves as gms in an online league to handle the challenge of a deadball era league?" line was pretty transparent though. Just a tip.. the "You guys suck! Join my league!" line usually doesn't net very good owners. =)
