Seeing as how the players in a historical league will be in AA or AAA ball when they should be at least on a major league bench, will adjusting the Player Development Modifier increase the speed with which the players develop? I guess it will but I'm wondering if it will give me unrealistic results.
Also I am assuming the Player Creation modifier works only with fictional players? Or will it give their ratings a % adjustment based on what they are imported in at?

Players who were solid major leaguers in their first year will end up being on the major league team to begin with. You don't need to alter anything (theoretically). The only issue with the database, which is usually fixed by alternate versions like Ankit's, is that players who only had a few at bats in their first year end up not developing properly. If a guy goes 1-for-10 in his first year and is a career .300 hitter, it's unlikely that he'll ever actually get as good as he was.
As for player development, it works the same across the board as far as I know. Once a player is in the game, he's treated like any other player.
