Well, if you download Earl Weaver Baseball, which is available out there on the Web, it has a ballpark screen that allows you to enter values and it will make an image based on them. It's not purely from above, more like the typical "press box behind home plate" kind of view.

The only thing is that EWB is from 1987 and the controls are nothing like modern ones.

Still, I used it to make the basic versions of stadiums that I sort of traced over with better graphics.
