"Cash" isn't a budget like the "$$ left for" figures; it's actual cash on hand. There's no actual money behind the "$$ left for" numbers, just calculations.
Also, signing bonuses do get taken out of the "free agent money" figure, sort of, because cash is included in the calculation (basically last year's revenue + cash - current payroll).
