Possible Amateur Draft problem

I am running a fictional league which had just expanded from 18 to 20 teams. I am not controlling any team at the moment so I used the 'Computer Finish Draft' option.

The progress bar moved across the screen and then dumped me back to the desktop. On re-starting the game I went to re-do the draft but the pool was empty and the game had re-set back to round 1 of 5.

On reading the draft log it seemed there was 10 players short of the 100 needed to satisfy 5 rds X 20 teams.

I circumvented the problem by creating 20 rookie draft eligible free agents and running a one round draft.

I was wondering if it is possible that players were created of a sufficient high standard that they were snapped up in the free agent signing process thus leaving an insufficient supply for the rookie draft.

I thought it could be because I expanded and there were only sufficient rookies for 18 teams but I have had similar expansions in other leagues and have never experienced this problem.

Anybody got any ideas??
