^^^ He has it right. If two clubs are simultaneously tied for both the division title and the wildcard spot, there is no playoff game. The team with the better record in head-to-head competition is awarded the division pennant while the other club is considered the wildcard. (This actually happened in the NL Central in 2001.)
As to the matchups in the first round, OOTP does not follow the MLB rule stating that two teams from the same division cannot meet in the Division Series. OOTP just matches the teams based on their records without regards to their division, so that's something you'll just have to live with for the time being.
