My guess is whatever "sanitizing" is defined as at the Univ. Center, it probably removed anything that "looked like" a remenent of Norton. This is a bit ugly, but what I would do...
Remove the graphic card and let Windows set up the default onboard video, delete all the video card drivers for the graphic card. Reboot again, shut down, then reinstalled the graphic card per it's instructions - then go to the website and get the latest drivers.
That will almost for sure correct the issue unless your video card somehow conflicts with Norton (a VERY unlikely scenario).
