You do not need to run it every season, but I would suggest that you do, if you are going to use it at all.. At the end of the season before beginning the new season, or anytime after the players for the next draft show up is the best time to run it. Before the players are drafted, definitely (I don't know when this is, to be honest, but they show up during the season).
