Well, you probably already read my "crash" document in the FAQ area. Dr. Watson (to a seasoned expert) could probably provide someone with the details needed to figure out what the root problem is - but - I can say with 99% certainty that the root problem is somehow (1) with your machine or (2) a conflict with another program or utility. Since you said you turned off everything, I would lean toward #1.
What's really hard for folks to understand is that OOTP works fine on W2K (that's my setup). If the root problem was in the game, I would see those issues too. Somehow, somewhere, your W2K OS (probably the registry) is messed up, likely due to some past action like a program installation, removal, crash, etc.
I would bet that a reload of the OS would solve the problem... not what most people want to hear, but certainly the easiest way to fix it.
