I think you can solve that by disabling Direct 3D. I don't know if you're familiar with this, so I'll give you instructions just in case.
Go to the OOTP File (My Computer --> C Drive --> Program Files --> Out of the Park Developments --> OOTP6)
Double-click on the Game Configuration.
You should see two buttons, one to toggle Direct 3D and one to toggle Sound; above each button, it should tell you whether each option is enabled or disables.
Click the "Toggle Direct 3D Mode" button until the text above it says that it has been disabled.
Then click the "Apply" button and you should be good to go.
