to 10-5 rule and xtml reports ideas have been posted already, but continued support of them is great. Also, the idea behind breaking up leaderboards by decade would be pretty neat - I know I'd look at that report fairly often.
As for the 10-5 rule, the mechanics for implementing it are already in the game: it could use the same AI for agreeability as it does for free agency. Those random "I simply don't like your organizations" could simulate the "personal" reasons why players wouldn't want to be traded, as well (dislike players on the team, poor school system for their kids, etc).
My only question would be at what point would the player refuse the trade - before it's submitted or after? It would be easier if it was a part of the trade screen, as it would save a good deal of time and trouble. Of course, in reality the refusal comes after the groundwork has been laid. Any thoughts on which is better?
