Being online simultaneously with other league owners is almost never required in an online league. Sometimes leagues hold a live ‘event’ such as a draft, in an online gathering in a chat room, but such things are rarely mandatory. You will make your adjustments to your team within your own personal copy of OotP, then when you are done, you’ll hit a button within the game that instantly transfers your moves (in the form of a small computer file) to the league’s home server, where the league Commish will download your submitted file into his copy of OotP at his leisure. You have a deadline by which to submit your file, other than that, there is no real-time coordinated activity between you two.
