Neutral is probably best so there isn't a Bud Selig feel to it.
Also, there may be a tough call to make by the Commissioner like this past year when the wavier function wasn't working. There's a small, small, small chance that some shennanigans may go on, and you'll need to step in. Plus, there may be somethings that you realize you need to adjust as the game goes along (such as the finances, park effects, offense levels, or what not) and it looks better to have you Commish it rather than have any disgruntled owners lob bombs in your direction.
