The development page tracks all talent changes (positive or negative), defensive range, player speed, & pitcher endurance but it does not track numerical (current) ratings at all, so yes, player ratings will go up and down without being reflected on that page.
Commishes can change ratings as you say, but of course they should not, and this is part of the reason it is vital to have a trustworthy Commish. Commishing is a very tough job to do well, and leagues with a poor commish won't last long. Most commishes are great and will go out of their way to prove they are trustworthy by announcing to all GM's any rule changes, ratings changes, game problems etc..
Note about your Ace pitcher you describe - if you are in a historical league look out for some extreme player ratings changes in the rookie players. Not sure if that applies in your case.
