As the Portland Owner in this league, and the person that Mike mentioned has already paid, here is my 2 cents.

-The fine system is ideal in a league such as this. I suggest that we try to work this into the league somehow. However, as mike said, somone could just bail on the league if they feel they didn't do anything wrong, thus should not be held accountable to pay the fine. Some Ideas for this are:
~ I suggest that all fine collecting to be used in the FOLLOWING years prize bucket. Because if a Owner drops because they dont want to pay the fine..it wont affect the outcome of the prize pot that season.
~First, all fine offensive crimes should be put up to the league for a league wide vote. Just because a owner would think that maybe the commissioner is 'picking' or being bias towards an owner in regards to slaping a fine on them. So if it's a league wide vote, that would solve that problem. Since there is 30 teams, it would take 16 votes for yes(or no) to make a fine official.
~If for some reason, a league wide vote is not what you want, then maybe you could select 3-5 league members to serve as the 'Fine Officials'. Any disputes that envolve a fine would go threw those 3-5 people, and obviously yourself mike.
~If a GM is found guilty of somthing and charged with a fine, then first...Give them 24 or 48 hours to pay the fine, Or you remove them from the league. One Strike and your out. Get a new GM, or you run the team until we find a owner.
~I suggest the following Fine Payouts.

Unfair trade: $5
Breaking a League Rule: (the most harsh crime) $8

Well i know there are more, but right now it's early for me, and i cant think of anymore...But i think the pricing for fines should be right around that area...

As for the Payout I think that only the top two teams should get Cash as they are the ones that got to the world series, and that is what this is all about.

World Series Winner: $150
World Series Loser: $50

Use the Fines that are colected in the follwoing years pot, as you would know exactly how much they're would be.

On a final note, i have been in many of mike's leagues for some time now. They are easily the best ran leagues i have ever been in. They're always fun and ran without a hitch for the most part. I really wouldn't worry about this new concept, as it is the same exact kind of league you or I play every day, only difference is that we have 8 dollars envested to it. That 8 dollars should only make the league better as the owners are sure to be more active and trying to be as competitive as possible. instead of 10 teams tanking a season to get a good Ammy pick in other leagues..

regards,
Steve
